The Board of Directors for WEEDC includes thirteen members, representing a variety of interests within our community. 


Aimee Tooker

Owner & Founder, Tallies and Tasks


After receiving her certificate in Business Administration from Delta Montrose Technical College, Aimee went on to found Tallies and Tasks, a bookkeeping company. She frequently conducts business with non-profit organizations, where she observed the need for economic growth in the West End. Aimee enjoys spending time with her family, wildlife watching, hunting, fishing and hiking in her spare time.


Richard Wolney

Representative for Western Small Miners Association 


Richard has been with the New Horizon Mine, operated by Western Fuels- Colorado, a subsidiary of Tri-State G&T in Nucla, Colo., for more than 14 years. The mine supplies coal to the Nucla Station Power Plant.  In addition to serving WEEDC, Richard is the President of the Paradox Fire Protection District Board of Directors, board member of the Western Small Miners Association and Vice-president. He resides in Paradox, Colo. with his wife, who is the State Water Commissioner for Paradox Valley and is President of the Paradox Valley Charter School Board.


Jack Lee

Town of Paradox


The West End has always had a place in Jack’s heart. Originally from Grand Junction, Colo., Jack has been living in Paradox, Colo. for more than 25 years. He has been the Fire/EMS Chief for nearly 20 years and he was instrumental in starting the Paradox Valley Ambulance service. After restating his EMT status, he became an Emergency Medical Instructor, a CPR instructor trainer, and an EMT trainer in the West End. Jack is a lifetime member of the VFW. In addition, he is a lifetime member of the Montrose County Sheriff's Posse and serves as a board member. He has been a Montrose County Deputy Coroner for many years. Other boards and organizations Jack currently belongs to are: Nucla- Naturita Chamber  of Commerce Board, West End Planning Committee ( Montrose County WEPAC), West End Advisory Board, Basin Clinic, Montrose Emergency Telephone Board (METSA) - E-911, Paradox Cemetery Board, Paradox Community Center Board, Senior Campus Group, Member Red Rock Rodders, Radiation Riding Lawnmower Racing Association.


Kenny Heldman

Owner & Founder, Kenny's Tires


Born and raised in Norwood, Colo. and like most young men at the time, Kenny started his career in the mining industry. He joined the tire industry, opening his tire business in 1979 in Naturita, Colo. Since then, Kenny has built a storage business and small ranch with his wife. He served eight years on Montrose Planning Committee, six years on CC Ditch Committee and two years on West End Planning Advisory Committee. Kenny is looking forward to serving WEEDC.


Dianna Reams 

Chief Operating Officer, Naturita Sales 


One of the founders of the West End Economic Development Corporation (WEEDC), Dianna is the President of the Nucla-Naturita Chamber of Commerce. She received her Master’s in Business Administration from Regis University and her undergraduate in Business Administration from the University of Montana.  Her involvement with the Chamber of Commerce for more than 25 years was instrumental when she helped form WEEDC. In addition, she has worked with various governmental agencies throughout her life. She enjoys reading and traveling in her free time. 


Ken Norris

Manager, Montrose County, Colorado


Ken Norris is a licensed professional engineer in Colorado. He received a BS degree in Mechanical Engineering from Colorado State University and an MBA degree from the University of Colorado. Ken served as vice president of engineering and executive vice president of Colorado-Ute Electric Association, as well as Manager of Engineering for Russell Stover Candies and Facilities Director for Montrose County. Ken served as a director of Delta-Montrose Electric Association for 12 years and has served on at least 15 other boards of directors.


April Montgomery

Programs Director, Telluride Foundation

April has worked as the Programs Director for the Telluride Foundation for nine years, where she helps to manage their nonprofit building capacity efforts, grant program and initiatives. From 2001 to 2009, April had a consulting business, where she provided nonprofit and government organizations with grant writing, legal, project management, strategic planning and land use planning assistance. April was a planner and the Open Space & Recreation Director for San Miguel County from 1991 to 1999. She has a BA degree in Government from the University of Virginia and received her law degree from the University of Virginia in 1989; she is currently a member of the Colorado Bar.

Len Spina

West End Public Schools Board of Directors


Len is a retired Engineering Department Manager in the Aerospace industry, where he was responsible for more than fifty engineers. He received his degree from Manhattan College, Drexel Institute, SUNY in Buffalo, New York. The majority of his career involved the design of electronic s used in the attitude control of satellites and deep space probes. These designs were included in the Hubble Space telescope and the Galileo spacecraft. He was awarded the NASA Medal of Honor for his designs on Galileo. Len also holds a patent for the digital torque control of reaction wheels used to control satellites. His experience in economic development stems from considerable exposure to different types of customers and engagement in numerous negotiations. In addition, Len was responsible for the budgets and schedules allotted to his department. Len is a private pilot with an IFR rating and owns a plane. He also builds and flies radio controlled aircraft. He is an avid hiker, climbing a number of the fourteeners in Colorado and California. Len’s other interests include wood working and playing piano for his church.
